The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has reportedly submitted an interim report to President Bola Ahmed Tinubu on its investigation into the controversial Presidential Foreign Intervention Promotion Council (PFIPC), recommending the prosecution of its self-acclaimed Director-General, Adeniyi Adeyemi Matthew, over alleged forgery, impersonation and related offences.
The investigation was initiated following a presidential directive after it emerged that the PFIPC was not a legally established Federal Government agency despite operating under the guise of an official institution. President Tinubu had tasked the anti-corruption agency with conducting a comprehensive investigation into the activities of the council and identifying all individuals connected to the alleged fraud.
According to reports, the ICPC’s interim findings indicate that there is sufficient evidence to recommend criminal prosecution against Adeyemi. Investigators are said to have uncovered alleged forged government documents, questionable appointment letters and other materials reportedly used to present the PFIPC as a legitimate government body. The investigation also examined allegations that official documents were used to obtain recognition from public institutions and facilitate the opening of bank accounts in the name of the purported agency.
The PFIPC controversy has attracted nationwide attention after authorities declared that no such agency was created by law or executive approval. The Presidency subsequently clarified that the council had no legal backing and warned members of the public against dealing with individuals claiming to represent it.

The case has also progressed through the courts. A Federal High Court in Abuja earlier issued a bench warrant for Adeyemi’s arrest after he failed to appear for arraignment on charges bordering on forgery, fraud and impersonation. Law enforcement authorities have since maintained that criminal proceedings will continue in accordance with the law.
Meanwhile, the House of Representatives’ ad hoc committee investigating the controversy said it uncovered numerous allegedly forged government documents linked to the operations of the unestablished agency. Lawmakers directed the Inspector-General of Police to produce Adeyemi before the committee as part of its ongoing inquiry, while police confirmed that criminal charges had already been filed against him.
Although the ICPC has reportedly submitted an interim report, investigations are expected to continue to determine whether other individuals or institutions played any role in the activities of the alleged fake agency. The Federal Government has reiterated its commitment to transparency, accountability and the rule of law, stressing that anyone found culpable will face appropriate legal action based on the outcome of the investigation.
