Housing Ministry to Go Digital with ECM System from September 30

The Federal Ministry of Housing and Urban Development has announced that it will officially deploy its Electronic Content Management (ECM) System on September 30, 2025. This marks a significant step in reducing paperwork and enhancing service delivery across the Ministry.

The ECM system is designed to digitalize records management and streamline all official correspondences, aligning with the directives of the Head of the Civil Service of the Federation to promote greater efficiency, accountability, and transparency in public service operations.

According to a press statement released on Sunday, September 28, the Ministry stated that, henceforth, all external correspondences will be conducted solely through its official email addresses:

In addition, the Ministry plans to utilize its official website and social media channels to raise awareness about the ECM system and ensure smooth adaptation by stakeholders and the general public.

Dr. Marcus Amiolemen, Deputy Director and Head of the ICT Department, expressed appreciation to the Permanent Secretary, Dr. Shuaib Belgore, for his unwavering support in the successful rollout of the ECM platform. He emphasized that this digital transformation will bring the Ministry’s operations in line with global best practices.

This development follows recent recognition by the Bureau of Public Service Reforms (BPSR), which last year named the Housing Ministry as the Best MDA in Innovative Use of Technology, 2024. The Honourable Minister, Arc. Ahmed Musa Dangiwa, also received the “Distinguished GovTech Trailblazer” award for his leadership in driving technology-led reforms.

The BPSR commended the Ministry for pioneering initiatives such as the Online Renewed Hope Housing Portal (www.renewedhopehomes.fmhud.gov.ng), which has simplified access to affordable housing under the Renewed Hope Cities and Estates Programme. The Ministry’s Electronic Certificate of Occupancy System, which streamlines the issuance of property titles, was also highlighted as a groundbreaking innovation.

The Ministry reaffirmed its commitment to leveraging technology to enhance service delivery and contribute to the ongoing digital transformation of Nigeria’s public sector.
